The United States Environmental Protection Agency requires all vehicles sold in the United States, as well as (car) light trucks updated in 1996, to be OBDII compliant. Includes all domestic, Asian and European vehicles. A small number of 1994 and 1995 model petrol vehicles are OBDII compliant. To verify that a 1994 or 1995 model vehicle is OBDII compliant, check the Vehicle Emission Control Information (VECI) label. This label is located under the hood or next to the radiator on several vehicles. If the vehicle is OBDII compliant, the label will state "OBDII Certified.". In addition, government regulations require all OBDII compliant vehicles to have a "universal" sixteen p in Data Link Connector (DLC).If your vehicle is OBDII compliant, it must have a 16-pin DLC (Data Link Connector)under the instrument panel and have a Vehicle Emission Control Information Label stating that the vehicle is OBDI compliant.
